Is this a Building Completion Certificate?

Am planning to buy a house, which was built in 2021. The sellers have provided
the Building Completion Certificate, but it is not what I expected (just 2 pages, see attached).
It seems to have no information about anything and only mentions "the work involves installation
material into a cavity wall and this has been carried out.
"
Is this basically all I can expect to get and no other information? (I never seen one of these
certificates before or even knew what they were a week ago!).

Yes that is a certificate relating to cavity wall insulation. Cavity walls were originally introduced to stop water penetration from the outer skin to the inner and therefore the cavity is supposed to be kept clear. With the introduction of cavity insulation, an inspection was required to ensure it was installed to regulations.
 
The local council probably keeps a register of planning and building applications and approvals. Last time I sold a house I was able to search online and get copies going back 50 years.
