There is no point in it at all, sounds like someone has mis-interpreted the regs. The concern is the supply cable (radial) is a single 2.5mm² cable which is not rated high to supply all the socket outlets from a 32A breaker.

So, if i change the MCB to 20 amp and do what securespark has suggested will that suffice.

Also i was googling and found this:

Does that mean that it was considered to be ok before this amendment.

The radial supply is and always has been too small.

Maybe someone didn't know what they were doing?

Nope, the document is referring to ring circuits wired in 2.5mm². A ring circuit will have a set of wires leaving the CU, going to each socket in turn then returning to the CU, therefore there is always two paths for the current to flow i.e. down each leg of the ring. The amendment is more with the effects of thermal insulation on flat twin and earth cable.
As you only have a single 2.5mm² cable leaving the CU it cannot be a ring circuit. This single 2.5mm² is rated somewhere in the region of 28A installed normally*, as it stands you can draw more than 28A through it (MCB is 32A) hence it is possible to overload the cable. A 20A would be one solution, (will be part p notifiable if you are interested).

*= clipped direct, ambient not exceeding 30ºC, not grouped, MCB protected

sounds like a complete mess. retest between each outlet both upstairs and down. determine which cables go where. may need to rehash.you need one ring upstairs, one ring down, one ring kitchen outlets, one ring appliances, cooker on own. beter to get it right now rather than after kitchen is in.
