Looks like uPVC to me. Doesn't look in poor condition it just needs a clean.

Plus 1 for looking like pvc. An age of the installation/building can help too.
As above, ventilated uPVC soffit:
Fitted with capped nails:
It just needs a good clean
...although beware, there still could be nasties lurking underneath those soffit boards, should you ever replace them!
