Isolation switches for kitchen appliances

Is it a requirement to have accessable isolation switches for kitchen appliances (fridge/dishwasher/washing machine etc)?

My friend's kitchen has just been recabled & plastered in preperation for a new kitchen. There are unswitched sockets in the appropriate places for appliances, but no method of isolating any of them other than the cooker.

yes, to meet the regulations, there should be switches of some nature above the socket outlets.

which must be readily accessible; within 2 metres of the appliance; in plain view; and, if it is not obvious what they do, having a durable label.

The "electrician" who did that apparently hasn't bothered calling back to fit the socket faces. We've got another one coming to do the job properly, and if the first one never calls, he'll never get paid
