Isolation tap required for new freestanding gas cooker install?

Hotpoint manual says "it is essential to fit an approved gas tap to isolate the supply from the appliance for the convenience
of removal or servicing".

Is that a UK gas regulation? Just had a Gas Safe installation of a new freestanding cooker (not range) and none was installed despite altering the pipework. Should I have him back to fit a tap?

(He reused the decades old bayonet outlet too which seemed iffy as they have a rubber seal. 'Didn't have a new one on the van')
 
Bayonet fitting is self sealing when hose is removed and is an accepted method of cooker connection. No extra isolation valve is required. The installer should have tested for gas tightness during commissioning so all should be ok.
 
I always fit them, belt and braces, I have had bayonet fittings pass when the fitting was disconnected. If the manufacturer ask for one then it would make sense to fit one IMO.
