Issue with hired electrician

Update:
I got my EICR and paid in full.
However, I asked whether he is going to issue an EIC or will I get a notification from NICEIC or LABC, he waffled and asked I have to pay more as wasn't in the original quote and takes 2 hours which I refused. I will report to niceic after 30 days and see what they say.


He’s talking nonsense of course but if he quoted you a low price then maybe he’s run out of time to do the job

So I ask again how much did you pay?

And what does his quote and invoice say?
 
The invoice says: "Labour cost for the replacement of consumer unit, remedial work for EICR and Material cost; consumer unit, RCBO, SPD etc"

To add; the EICR report comes with NICEIC logos (not plain as as some do) , also included serial number xxxxxxxx PRSN18.3 ELECTRICAL INSTALLATION CONDITION REPORT FOR THE RENTED SECTOR.
 
BTW I spoke to nic in the past, they said any competent person can do an eicr, even with only "domestic installer" registration but report will not have niceic logo, eicr for rental properties ain't a big deal as some ppl make it, but my guy got the lot in his registration.

Depends - for rental property now it is.

He ought to be doing it properly then.

Does the Estimate/Quotation or Invoice state anywhere (including in the small print on the back) something like "All work carried out in accordance with BS7671:2018" or similar? Cos if it does then he owes you the EIC at no extra charge.
In any event, working to that standard is a condition of his NICEIC accreditation and as such I reckon it's a implied term even if not printed on the paperwork.
