can anyone tell me:

it's = it is?
it's = as in belonging to (although apostrophe no longer needed?)

so when would one use its........ without an apostrophe?
 
Don't know if it did but it doesn't need one now.
 
Its is the same as his/her isn't it?

When it's raining, our dogs sits on its (his/her) cushion

The apostrophe just replaces the second letter 'i' from 'it is' to shorten it - as in 'it is raining' being shortened to 'it's raining'.

As said above, when used without the apostrophe it relates to the posessive - as in 'Nige's dog Rover has had its day. He was loss-making and unreliable so has been sold to the Chinese'.
