Joint paper doesn't stick

Ok, so what am I doing wrong?
I've purchased jointing tape / paper from screwfix to paper over plasterboard joints on the ceiling. An area I am patching in. I have tried soaking paper in water. It stays up and then as it dries it simply falls off. So, I soak in water and then in mix (I am Artexing) and do the same. It seems to hold up up but then I've come back the next day and the edges are peeling away.
The paper isn't adhesive. Should I be sticking it up with wallpaper paste or pva or something?

yes make the artex thicker and bed the paper into it but remove the excess.
