Neighbour having an extension built with a concrete floor and the readymix was delivered, spread and levelled this morning. Earlier this evening there was a guy going over the newly laid concrete with one of those heavy vibrating machines and he was at it for more than an hour. Is this normal for new concrete?

Well it didn't rain but we had a very cold and frosty night and lots of windscreen scraping this morning. With no protection, can the new concrete 'weather'

However fresh concrete generates a little heat as it cures, so if the temperature was close to zero, it might not have been damaged.
In frosty weather (or hot sunshine) it would be good practice to cover the fresh concrete to protect it. Damage will cause the top surface to be dusty and weak. Severe damage can actually make it crumbly.
I'm sure the contractor knows all that, and will tell your neighbour there is no problem.
Is this concrete inside the shell of a building, with a roof over it? That will improve protection.

No. It is enclosed by 2 layers of concrete blocks which form the outline of the extension so there is no roof, nor was there a protective covering given that we almost always get frost here on winter mornings. Anyway, I raised the thread, not only because I was 'Just Nosey', but also I am quite concerned for my elderly neighbour.

Are you worried they've done away with him and disposed of his corpse in the concrete?
I bet the builder wished they had done just that! Yesterday morning after a nights heavy rain, the builder was given the heave ho. Not only was the concrete damaged (?), but here was a definite slope on the concrete surface causing a large expanse of water at one end. Don't really know the guy so can hardly ask what was said, but the builders did make a speedy exit with their equipment. However, huge bags of sand and pallets of blocks remain.
