Judging by posts on here and google its said that you need a screed layer ocer the tiles before laying the vinyl floor down

My question is , has anyone done this without doing so and if a screed is needed whats the minimum depth you can get away to stop the floor level increasing too much?

any help is appreciated

Yes 100% a smoothing compound is needed. And only over the tiles ( I’m guessing ceramics ) if they are solid and have a damp proof membrane under them.

They are ceramic non slip commercial tiles, and are on a concrete screed which is over a block and beam floor

Should be good to go over. You will need a gritted primer, a few manufacturers-

ardex P4 primer , Ardex CL smoothing compound
Mapei prim grip and renovation smoothing compound
Tilemaster prime & grip , pro flow smoothing compound
