There is a good chance that the socket (not pictured) at lower level is of the original socket circuit and those accessory plates pictured (double socket and flex plate) have been added on.

Or the socket described above the worktop used to be a cooker switch supplying the cooker outlet plate we can see, and all the other sockets after that are on a radial with undersized cables.
