Kitchen wiring question

I have to re-wire a spur feed to the boiler and washing machine at the end of the Kitchen. The old wire keeps blowing the fuse after a few hours and is buried under the tiles and behind the units.

The easiest route is to run the new wire is under the units as the plinth is removable - can I just lay the wire down or does it need to be in a conduit ? Concrete floor.
 
it either needs to be in an approved route (see the 'for reference# thread at the top of the forum) or in earthed metalic protection.
Are you sure it is the wire, and not the load connected that is blowing the fuse?
what sort of spur is it, and what sort of wire.?

Only if it's buried.
