There is a house near to mine which is let. The tenants are extremely disruptive and have had the police and the envrionmental health officers (noise) in frequent attendance.

Does anyone know what responsibility the landlord has in this situation? Iis (s)he liable to prosecution due to the behaviour of the tenants?

The landlord probably wants rid of them more than you do. Problem is he is hamstrung by council regulations which will not allow him to do anything unless they stop paying the rent and even then it takes months to get them out. Best bet is to keep complaining to the local council and to your local councillor. K Good luck.eep records of all problems and of all contacts with the council.
