Lead over bay window

IMO nothing would last very long as lead is very soft and expands/contracts with temperature increases/decreases.
You could use patination oil to clean and protect it.
 
Hammerite paint as it is cellulose based and has good expansion/contraction properties should do it.

General - common problem. Scrape/wire brush off all the friable stuff, repaint. Prepare to repeat the exercise every few years. Patination oil only works on new lead, not stuff thats been out ages.
