leaking underground pipe or damp?

i have a problem with our flooring in the toilet.The floor is concrete and has a damp black patch to the side of the toilet,i have a lino flooring and every few days there is a water patch on top.the house was built in 1930s.could this be a leaking pipe or rising damp ?[/b]
 
Condensation from tank, leak from inlet.

Or is ther a mister stellamarie with a poor aim :lol:
