Yes, it is a packing gland on the spindle. Too tight and you wouldn't be able to turn it.

Leaky towel radiator - how do I fix?

Yes, it is a packing gland on the spindle. Too tight and you wouldn't be able to turn it.
It was still leaking a bit (less though) so I have tightened it some more. Will leave it for some more time

It can be repacked if required but try tightening a bit more each time first.
If I need to repack, I presume this involves me turning the spindle to close the valve, unscrewing the nut and then wrapping with the spindle with some PTFE and screwing the nut back up.
Is that correct? Should I be prepared for any water to escape?
