Hi

A little bit of education please this led driver comes off a street light, mains voltage in but I’m guessing mains voltage out DC. What does a led light like ?

What does a led light like ?

A light with nothing but an LED element ( or elements ) needs a controlled DC current supply, the driver must control the current and not the voltage. The voltage that appears across the terminals of the LED element ( or elements ) is determined by the LED element(s) and NOT by the driver.

A light with an LED element ( or elements ) and an integral driver requires a voltage controlled power supply. The integral driver will determine how much current flows through the LED element(s)
 
So when I order a replacement for the pictured I’m saying I need a 168w constant power supply (or nearest)

You need a driver with constant current output of 700 mA . The one in the image worked provided that the voltage developed by the LED elements was between 100 and 240 voilts.

Depending on the voltage(s) produced by the elements the replacement driver could have a smaller range of output voltages.

The module also produces 5 volt DC supply for some purpose. Probably for control gear

ECRIM appear to be still trading but LED drivers seem to have been dropped from their product range
