Levelling of Kitchen Concrete Floor

We have recently bought a house which has problem after problem but the latest one is that we have had a new conservatory whose floor runs straight from the kitchen into it. Both the kitchen and conservatory has laminate flooring but we had to lift the conservatory flooring for the new conservatory to be fitted and in the kitchen the boards where splitting at the joins in one particular patch so before refitting I thought it would be a good idea to sort out the levelling in the kitchen thinking it's only in one place. On lifting the laminate underlay I find that the back of it in a couple of places is soaking wet. This morning it is dry. Can anyone please suggest the best solution. Thank you.
