lining paper under artex, can I plaster?

Hi, if I look at my ceiling it looks like a layer of lining paper then covered in artex.
I know you can plaster over artex if you first apply a glue mixture but if there is a layer of lining paper, isn't that going to a "flinsy"
Has anyone done this before?

50p says it will fall off.

Are you completely sure it isn't the soft, rough paper layer on the plasterboard that you're looking at?

nahh these idiots really put lining paper, I had a plasterer around and he confirmed :(
