I'd like car insurance whereby you only pay the premiums when you want to make a claim.

Nope, he hasn't got a snowflake's with insurance; best I can suggest is that he starts looking for another job to minimise the period he's not earning. If it does look like he's going to miss payments he should give the loan co the heads up before he defaults; they may be willing to come to some kind of arrangement.
