loft as storage room

Hi looking for some help I have a four in block flat my downstairs neighbours wont let me convert the loft to a habitable room. So im looking at check converting it into a nice storage room. At the moment its an empty shell I need to build a firewall too. I wont be putting a window in would air conditioning be ok instead. Also hoping to put in a pull down staircase. Any idea how much all this will cost neefs floored plasterboard walls walls insulated etc thanks in advance

Who owns the loft? How have your neighbours stopped you converting it?

Air conditioning??? What will you be storing? Where will it vent?
 
All four of us own part of the loft according to the title deeds the other two have no problem signing their part over but downstairs refuses to eventhough thry have never used it. I dont know how the air conditioning would work or if it can work instead of a window? I googled it and air con came up that someone had instead of a window. I have four young children and as I cant convert it to an extra bedroom I want to be able to store the wardrobes up there to give the bedrooms more space dont want damp etc so trying to work out whats best I will get heating put in too

Will you be doing this through Building Control?

Obviously regs in Scotland will be different from those down here, but probably not that much.

Regardless of how you class it, they may consider you are turning it into a habitable room, in which case fire/structure/insulation/staircase regs etc will no doubt come into play.
