According to the planning portal loft conversions are permitted development but I have heard that some planning departments still insist on a planning application. Can they do that, even if my plans conform to the planning portals list of conditions?
Planning Permission is required if the development is not Permitted Development ie the building is listed or similar or the homeownr wishes to do something not permitted under permitted development such as a front dormer. Sometimes PD rights are removed from certain property's/developments so these require planning permission also. If you are in any doubt contact your planing department, they will confirm if permission is required as quick as a flash.
