When I had the valves off the radiator I opened it up and seems to flow ok, what’s the best way of trying to unblock? A cleaner?

did you get a good flow out of both valves with rad off.. X400 is a reasonably good cleaner dont use x800

Yeah it did seem a good steady flow. I put x400 in last year, is there something more powerful

X800, but as @gas112 says, I wouldn't put it in, it's quite aggressive. Try the flow through the radiator then. Either through a valve or take off and attach a hosepipe and do it outside

I did flush it outside with a hose. But want a strong cleaner in case the pipes are clogged
