loose dot n dab

After stripping a wall ready for painting its become clear that some pb which is dot n dabbed to a wall is loose as you can see it move when pushed. Seems to be where there is a join between 2 boards. Am wondering how to secure it. Am thinking I could drill a few holes and squirt adhesive in then patch up or maybe just some rawl plugs with screws through and maybe adhesive squirted in there too.
Any other suggestions?

D&D can be fixed back with screws based on the same principal that boards can be fixed to timber/metal studs.

The people who originally fixed the boards probably used finishing plaster.

The house is about 30 years old so I don't think I have any comeback on who did the work. I'll use screws and plugs thanks :)
