Low energy Bulb flickering when turned off

Hi all nown again my kitchen Low energy Bulb flicker's when turned off, Is there a logical explernation to this?

It's not uncommon or hazardous. It is usually due to capacitive coupling between the conductors in the cables, eventually building up enough charge for the lamp to 'strike' but not to light, which dissipates the charge, then the sequence repeats.
