Main Eco Elite 25 boiler no CH but DHW works

in my boiler i have changed the diverter valve and the diverter motor valve which i have tested,
changed the pcb board,
i have opened the bleed off of the pump and it spins quite easily with screwdriver
i have even manually depressed the pin on the diverter valve
for some reason the central heating is not getting hot and neither is the flow pipe. the hot water works. but even when on the central heating system fires up the secondry heat exchanger which purpose is to heat the water gets hot. how is this

i have also released the pressure. then isolated the return by the boiler but left flow un-isolated,
then added pressure with filling loop thats attached to the return. which went through fine meaning that it must have flowed back through the flow into the boiler symobilising there is no blockage.
 
When fitting parts did you isolate by turning isolating valves off if so check the levers are actually turning the spindle on the valves and they are still not closed
 
Is the thermostat turned up to past the room temperature set point?
 
thank you for the replies. yes i removed the dinky plastic levers that often turn without the metal turning. so isolated the isolatrers with pair of mole grips.

the thermostat is on manual overide anyway. besides just to be sure i connected together comm and no so was constant live
 
i changed the pump as well but did not help. is there any way to check if water is flowing through the flow pipe as the flow pipe does not get hot at all
 
there is a filter in the return valve on the boiler accessed from front of valve this maybe completely blocked other than that sounds like the new divertor valve or motor is the wrong ones or faulty

after visting several times i decided to try and rig up a tiny ch with some flexi's going onto the flow and return. in the end it was a really stupid cause. someone had isolated the maganclean professional although this never occured to us as the tenant reported the ch woking prior to when it stopped so we never suspected this.
