Mapei products for outdoor Tiling of Steps

Hi,

Just wanted to gauge some opinion on suitable products for tiling some outdoor steps.

I'm looking at either Mapei Keraquick which says its suitable for Porcelain tiles & Swimming pools (So must be good) or Mapei Pro Flexible, which says its good for outdoors and Porcelain. But the second one is nearly half the price. So, is there a huge difference? I'm happy to spend the extra if it means the job will stand up to harsher conditions (Rain / Frost etc).

Also, could anyone tell me what Primer I should used on a Concrete base?
