I'd still be surprised if the gas valve in the boiler could get that amount of gas through the injector at too-low pressure.

But it's going through the injector at the CORRECT pressure, as regulated by the boiler gas valve (12mb at 63kBtu/hr), NOT at the gas meter governor pressure, which is what's faulty. So the boiler isn't going to restrict the flow, which is why, in answer to -

What you might be having trouble getting your head round is that a boiler injector always passes a far higher volume of gas than the meter does.

GV's usually only need about 2 mbar excess pressure for full gas rate. You must have seen combis with much higher flows that this boiler, working at full output with only 14mbar inlet pressure.
 
High Chris, thanks 4 clearing that garbled post on the Alpha Ocean 240. Some where between brain & keyboard it went in to bo11ocks mode. This may not be relavent on this thread . has he said that the gas meter reads 1cub per rev as some old meters did read 2 cub & even 3 cub per rev.
