Enquires cost a lot of money. This one is likely to be staggering and cast a lot of blame on a number of people who aren't the route cause.

Transams right, it would amount to an admission of liability. Bring back the death penalty and hang all politicians. Great.
 
If you have a car accident and apologise, it can be taken as an admission of liability by insurance companies.
The Government has apologised, therefore they have already admitted liability.

If the car crash analogy it's obvious there was a mistake, so the only question is liability. In this case the doctor may be the unfortunate but unavoidable result of a situation that was impossible to avoid entirely. Or he might have died because someone in power made a bad call.

As far as I can see it hasn't been admitted there were any mistakes made. The car has not crashed.

Are healthcare professionals over represented in the death figures? It doesn’t look that way. Based on the numbers who work in the industry the death toll would be around 200-400 accounting for estimated age.
