I am fitting a new mains water pipe under the lead replacement scheme. I had a mdpe pipe delivered and it had some scuffs outside. I am going through a return. Am I being too fussy? Pictures attached.

Yes. Those will have no effect on the pipe's integrity whatsoever.
The replacement they send will probably be worse.

When you fit the pipe you'll do worse (rubs on stones, gravel, random uncontrollable uncoiling resulting in it scraping against bricks, pavement, etc).

Don't worry.

Except that the short section which is used in a fitting must be in virtually perfect condition to avoid risks of leaks.

Those who use it regularly know how to scrape it to smooth out scratches.

We had dramas with some very scratched 63mm a few months back. Had to use LS-X in the end to stop it dribbling in the fitting. Pipe was pulled in by a builder through a pair of brick apertures.

Gas MDPE is even more of a drama for scratches causing leaks in compression fittings.

If it is heavily scratched you can get problems with a watertight connection. If the stuff further into the coil is OK you could perhaps waste the remainder. If in doubt, return it, and buy some from a merchant where it hasn't been through so much manual handling.
