metal framed windows cleaning/painting...

So we live in a flat that was built in the 30's & is protected/listed (you can't do anything to the front). We have mental window frames & leaded windows.

Like (but metal not wooden)

They have started to rust or/& get moldy. How do I clean them? I'm sure the ll's decorator just painted over the frames. Due to this they don't all shut completely

Remove all the glass, repair the leading if any is damaged.
Remove all the old paint, putty and whatever else is on the frames
If there are any holes or damaged areas, repair with 2 part polyester filler.
Sand down the whole lot, probably several times.
Clean with white spirit
Apply a suitable primer
Sand it
Clean with white spirit
Apply a suitable undercoat
Sand it
Clean with white spirit
Apply another undercoat
Sand it
Clean with white spirit
Apply whatever colour paint you want
Replace the glass.

High quality materials are essential.

Anything else will just delay the windows rusting away, after which they will need to be completely replaced. This will cost many times more than the above process.
