If I want to make mitre cuts to 150mm kitchen plinths and 169mm skirting, would I need a sliding mitre saw ??

Any help appreciated !!

A hand mitre saw would be a lot cheaper and will do a better job easier unless you have lots to do. You would benefit from a donkey's-ear shooting board too, as the saw is a way of removing large amounts, while a plane is used to give a smooth finish.
