Mortar thickness for blockwork

Is there a recommended minimum and maximum mortar thickness for blockwork? I have a wall which seems to have uneven mortar levels of thickness. In some places it's very thin maybe 2mm ..

Traditionally mortar joints are 10-12mm but ive seen upto 20mm but would never recommend that thick.. more modern building practices can achieve 2-3mm thin joints but uses a special mix..

Anyways how old is the house? Brick or Block? Signs of cracking or movement?
 
It's pretty new. Few years old flat block. The wall in question is Aircrete blocks and it's a separating wall between us and our neighbors.

Sounds like thin joint block system to me. They're not laid with traditional joints (which would be 10mm joints) they're laid with a wet slurry mix. Joints are about 2mm to 4mm.
