We've got 7 radiators downstairs, 7 up what I'm wondering is does the valve have to be at the beginning of the piping before the pipes split?
Like with a straw how you could pinch it anywhere to stop the water flow, is it possible this is the same, they may have fixed it somewhere near the end? (The mv)

Yes, it's possible that it's on the return pipe where it goes back to the boiler, but it's unusual.
