As westie (who is a 'DNO man') has suggested, that cutout probably needs replacing, anyway, and the incoming cable checked - and that would normally be done at no cost to you. If, as seems likely, someone has 'interferred with' the cutout in the past, I'm not sure what attitude they would take - but if you can convince them that any such interference predated your occupation, they might well still not charge you (westie?). Do you own or rent the flat? Is there a landlord or Management Company (or whatever) involved?but it is butted up next to an intergrated fridge freezer, with the cable behind that in a fitted kitchen. So not an easy job, and expensive!I am trying to just look at my options, and trying to establish, if doing nothing is actually an option also?

If 'a man from the DNO' has not already inspected it, I suggest that you contact the DNO (your supplier can tell you who they are) and tell them that you have a leaking, and seemingly strangely positioned, cutout which you are worried about, and they will send (probably very quickly) someone to inspect and advise (at no cost to you).
