Moving meter

have moved into house and the meter cupboard has originally been put in so that it sticks out of the wall blocking approx 1/4 of the bedroom door entrance on the top floor of a 1 1/2 storey old house - we would like to get the meter moved to a more convenient location but with as little hassle as possible. Due to the fact that the roof almost slopes to the floor upstairs,the most obvious/easiest place would be to raise the meter into the loft space - requiring some one to stand on the chair and stick their head through the loft hatch to read the meter - do you think there would be a problem with this. Are elec meter readers allowed to stand on chairs anymore??
