nasty stains block paving

Hope someone can help. I have got some spots of the evil black sludge that lives in radiator bottoms on a customers block paving-small spots,but I've got to get them out-is chemical best,or pressure wash,or if i have to turn the blocks over,how difficult is that?
 
Depending on the sort of pavers used, if they were just laid on grit with sand between gaps you can lever odd ones out and replace with new, which is by far the cheaper option. Otherwise start with just flooding with water and scrubbing, progressing up to washing up liquid then bleach etc.
 
bleach will not help with a black iron oxide stain.

An acid cleaner like jenolite might, but it will also eat the surface of the concrete.

Have you tried rubbing the stains with a bit of broken brick or set mortar? it wears away the dirty part if it has not soaked in far.
