Need to connect a radiator

Hi, I was hoping to get help connecting a radiator that was disconnected by a cowboy who disconnected it whilst installing a boiler and did not reconnect the boiler before skipping out on the job. The pipes emerging from the ground that I believe connect back to the boiler are not connected at all. Is it possible for me to connect the radiator myself?

Did he install the boiler properly safely and properly before doing a runner? That's more important. I can't see why you can't reconnect the rad though
