Sunk costs. They dont know what the trading relationship with Europe will be in a years time but they still need to start retooling to make the car in the future. Their options are sit and wait and have no car competing in the market or invest, get the car produced and worry about tariff costs which they will either absorb or pass onto the customer.

I think that in part is a sensible answer.
