If it's a spur via a 30a r/main then 13a flex outlet, if it's a seperate circuit direct back to the CU then a 20a switch, neon is best so you can see its on!

As for the wiring of the timer ?

What other elements of a CH system do you have or do you simply want to time the hot water on / off ? - reason I ask is that most have combi's or a traditional ch system that generates h/w via the boiler not via the immersion element (which is a back up for a ch water system).
 
Is this not plumbed into a boiler?

This work should be done by a G3 qualified engineer!
 
First off, i'm pretty sure unvented hot water cylinders need to be signed off by building control and be installed by a competent person. If they go wrong they can cause a LOT of damage...

Secondly, you've posted the PDF which tells you everything you need to know to wire it up...
