New Access off Winder Stair

The client is extending to the side of their property and access will be gained to the right hand side of the staircase (see photo - not the actual stairs but the principle is the same)
I've suggested replacing the winder staircase with one with a flat landing off which access can be gained in either direction. They aren't keen on spending the money to replace the stairs.
Aside from the detail being really difficult if a step to the right is created off the winder, is there anything in the regs that prevents this being done? I've looked and can't find anything difinitive.

Yeah, that's what I was thinking, but looks a bit dodgy to me. As they don't want to replace the stairs we'll have to see what Building Control say...
