My GF's home so can explain better about the beds and how people turn up (they averagely do 6 mins each on the beds):
9am-12 you prob get about 6 people in normally one bed at a time so that's no problem
12-4pm you could get 12 people, so both beds would be in use at the same time with about a 5min gap between per person to get dressed and undress and wipe sweat put on deoderant etc
4-8pm you could get between 20 people both beds being used, as above gaps of about 5min between each.

The wax heater has 350w written on the bottom of it...

The air-con again a good point - any option of that we willl just have to forget about.
Space heater, we could always use a bottled gas heater (if it came to that but there is enough heat generated from the sunbeds).

we did think about only getting 1 bed but having the facility of 2 means at busy times you don't have to wait as long and that's an important factor for people.
 
As others have said I think a 100A 3 phase supply, with the sunbeds connected 3 phase is definatly the way to go. 100A single phase will not be enough and you risk getting a bad reputation if the power repeatedly fails mid tan.
