New build pipework covered in fur

Hi all

Moved into a new build a couple of weeks ago and just noticed one of the pipes in my cylinder cupboard looks pretty manky

What's going on here? Obviously I am going to call them out to sort it, but just wondered for my own curiosity what it might be - and to be well armed in case they try and wipe it off and say it's fine, when it isn't?

There is a signifcant leak,

The "fur" is lime scale

The water from the leak ls evaporating leaving the lime scale.

They just brushed away the crud and nipped the pipe up - hopefully that's the end of it...
