New double plug socket

Hi everyone, I'm new to this forum and want to ask a question about having a new double plug socket installed (where one does not already exist) I rang an electrician for a rough quote, at first he quoted £45/50 then asked if my floors were concrete or floor boards.When I said the floor was concrete he got all technical half of which I didn't understand and said that the cost would be a lot more for labour due to the concrete floor. The socket is to be put in a walk-in cupboard which houses the electric meter and fuse box for the purpose of being able to have a small freezer in there.
Please can anyone enlighten me as I don't want to get ripped off.

If the cables had to go under the floor, and the floor was concrete, this would greatly increase the time taken and materials required to install them, so the price would be more.

However if the socket is next to the fuse box, then there should be no need to have cables under the floor, or even in the wall.
