New ensuite but lost my powerful shower

So plumber came back and thought flow rate was better than I said. I did it at my hot temperature. He did it at 38 degrees.
He blames outdoor temperature being colder at moment and said it will be better when warmer. I'm not so sure as changed over night with new shower. He has said he can come back and try a different shower like a Mira as he pulls them out all the time. If this is better he says I'll end up with holes in tiles due to different fittings.
