Proposed to make it a legal requirement for dog owners to walk there dogs at least twice a day

I discussed this with my German Shepherd, he said "Nein, I dont vant less walkies time!!".
He currently gets about 4 walks a day and over 2 hours so the proposal would give him a fraction of that.

The idea is really for those that dont get to walk their dogs much.
