in scotland, if it matters, im getting a new kitchen fitted, have been given a fitting price by the company now they are saying the price doesnt include the gas and electrical certs i MUST get (£60 each) now i know i dont need to get a gas cert (and i certainly aint paying for one) but need to ask here if i must get an electrical one

Not so sure about the law up there in Scotland, but in essence, if they say it will comply with the standard BS7671:2008 amd 1 2011 then it must have certification as without it the installation does not comply.

In Wales and England there are two certificates the installation certificate which has two types minor works and full and the completion certificate the latter is law under Part P.

Where work for the disabled is undertaken the Part P is free so some firms specialising in disabled stuff are not part of the scheme so can't issue the completion certificate this requires the LABC and so I can understand where required to pay then it is extra.

Although not law all firms should produce the insulation or minor works and if they want extra for that I would show them the door. All it means to them is the time it takes to write in the readings the forms are free off internet.
 
I agree with Eric - have nothing to do with a firm that wants to charge extra for certificates - that practice shows that they are, by nature, charlatans. No proper electrician would dream of not issuing the appropriate paperwork.
