New mixer tap hot water splutters slightly when first turned on?

We’ve recently had a new tap fit but when we turn the hot water on it pulses/splutters ever so slightly seems to coincide with the boiler kicking in. Calms down and is normal after just wondering if this is normal ?

not long about a month or so. We recently had a water meter fit so water was off for half a day. We’ve not got any leaks anywhere and I’ve been under the floor. Could this be the cause ?

Also it’s just this tap the others in the house are fine
