New paint peeling off

My flat has been repainted a week or so ago and this bit here the new paint is peeling off. It's not new plaster. Can anyone say why this happened.

is the new paint matt emusion, and was the old paint silk?

Was the wall cleaned before painting?

is there filler on the wall?

why does the wall look dirty in the corner and at the bottom? Water leak?
 
The new paint is matt emultsion but I don't think the wall was previously painted with silk emultion but I can't be certain. There may have been filler used before painting but I'm not sure about that either. The stains coming through may be damp from an old leak that was fixed. Wall may not be fully dry.

What would be the best way to fix this assuming there isn't a damp problem?

Apply shellac paint over the old stains and areas prone to flaking.

What's the other side off wall like drains.

Looks like damp pushing paint off
