Usually have access to conect your 16mm earth into it. Won't be sealed up at all, but some of them put the earth in for you.
Normally the cutout will be left fully sealed, with the suppliers earth from the cutout terminated into a SP henley block, which is where you would connect your earth to.
there must be variations
I have seen cases where they have fitted a new service head and poked the consumer's existing bit of rusty old earth wire to it, and sealed it shut.
I would have said it is best to put a nice new piece of 16mm G&Y, that reaches their position and is connected to your MET or earth block ready for them to connect for you to avoid any difficulty wanting to connect it later after they have sealed the terminal
